121.10 STREETS AND SIDEWALKS REPAIR ADVISORY COMMITTEE.
   (a)   There is hereby established by Council a Streets and Sidewalks Repair Advisory Committee which shall consist of a Chairman, who will be the chairman of the Streets and Sidewalks Committee of Council, the Director of Public Safety and Service, and at least one citizen from each ward in the City.
   (b)   Members of the Streets and Sidewalks Repair Advisory Committee shall serve two year terms commencing January 1, 1992. Original appointments shall be made upon the effective date of this section for a term commencing upon appointment and expiring December 31, 1991. Vacancy during term of any citizen member shall be filled by appointment of a citizen member from any ward so long as a Committee consists of at least one citizen member from each ward.
   (c)   All appointments shall be made by the Chairman of the Streets and Sidewalks Committee of Council upon the advice and consent of Council.
   (d)   The purposes of the Streets and Sidewalks Repair Advisory Committee shall be as follows:
      (1)   To serve as a liaison between the Administration and the citizenry in matters regarding streets and roads;
      (2)   To inform Council and the Administration concerning the public perception of the condition and maintenance of streets and roads and
      (3)   To make recommendations to the Chairman of the Streets and Sidewalks Committee on matters which pertain to streets and roads.
