121.06 AUDITORS CERTIFICATION REQUIRED FOR FUND TRANSFERS.

All requests for legislation submitted to Council for the transfer of funds as provided in the annual appropriation measure, or any interim appropriation measure, shall be accompanied by certification from the Auditor; that the funds to be transferred do exist free and unencumbered in accordance with the terms of the request for transfer.
