Commencing January 1, 1962, there is established the office of Clerk of Council of the City with the appointment to be made by Council with a majority vote of such body.
The qualifications and duties of such office are as follows:
(a) Qualifications.
(1) Must be a resident of the City of Amherst.
(2) Associate degree and/or High School Diploma.
(3) Proficient in Microsoft Word, Excel, Outlook, PowerPoint and other computer applications.
(4) Meets all mandated health requirements (e.g., a negative tuberculosis test, etc.).
(5) Documentation of a clear criminal and ethical record.
(6) Complies with drug-free workplace rules and City policies.
(7) Knowledge of local governmental principles and protocols with clear understanding of legislative branch responsibilities.
(8) Experience with governmental operating procedures is desirable.
(9) Understanding and ability to read, write and communicate in English.
(10) Congenial office demeanor and telephone etiquette.
(11) Multitasking ability and strong diplomacy skills.
(12) Proficient in office protocol and the use of information technology systems.
(13) Proficient in data entry, spelling, proofreading, and the correct use of grammar.
(14) Proficient in the use of computer software and the maintenance of Council’s records.
(15) Valid Ohio driver’s license and meets insurability of City’s Insurance Carrier.
(16) Must be available some evenings, and every second and fourth Monday evening.
(17) All other qualifications as may be required in order to fulfill the duties set forth in the job description.

(c) The hours for the Clerk of Council be approximately twenty-three hours per week with the schedule as follows:
Tuesdays 9:00 a.m. to 4:00 p.m.
Thursdays 9:00 a.m. to 3:00 p.m.
First four Mondays 9:00 a.m. to 2:00 p.m.
Council meetings, special meetings, public hearings, executive sessions, committee meetings if requested.
