No person other than an employee of the Water Department or the Fire Department of the City shall turn on or cause the flow of water from any hydrant, valve, plug or other fixture of the Municipal water supply. No person shall obstruct or damage any fire hydrant or public stopcock. Citations for violations of this provision may be issued for the Fire Chief or any Fire Inspector.
