The a number of persons occupying any dwelling unit shall be less than the number which would result in overcrowding as determined by the following standard: The total of all habitable rooms in a dwelling unit shall be such as to provide at least 150 square feet of floor area for the first occupant plus at least 100 square feet of floor area for each additional occupant.
