The provisions of this Housing Code are severable and if any provision of this Housing Code or the application of any provision under particular circumstances is held unconstitutional, the remaining provisions of this Housing Code or their application in other circumstances shall in no way be affected or impaired. It is hereby declared to be the intent of Council that this Housing Code would have been adopted had such unconstitutional provision not been included herein.
