The purposes of this chapter are:
(a) To establish procedures whereby the above district of Downtown Amherst is afforded protection from actions that would be detrimental to preserving established historical and cultural resources in the community.
(b) To follow the standards and guidelines of the United States Secretary of Interior for rehabilitating buildings within this district.
