(a) These regulations establish technically feasible and economically reasonable standards, to achieve a level of storm water management and sediment and erosion control to minimize damage to property, degradation of water resources and to promote and maintain the health, safety and general well-being of all life and inhabitants of the City of Amherst.
(b) These regulations further intend, but are not limited to:
(1) Accommodate development while keeping downstream flooding, erosion and sedimentation at or below existing levels.
(2) Reduce damage to receiving streams and drainage systems which may be caused by increases in the quantity and/or rate of water discharged, and impairment of their capacity which may be caused by sedimentation.
(3) Establish a basis for the design of all storm drainage systems to preserve the rights and options of both the dominant and servient property owners and help assure the long term adequacy of storm drainage systems.
