These regulations are adopted in accordance with and pursuant to the legal grant of authority of Article XVIII, Section 3 of the Ohio Constitution to adopt rules to abate soil erosion and water pollution by soil sediment. Therefore, the City of Amherst, State of Ohio, does ordain the following.
