Upon issuance of building permits for all new construction, there shall be charged and allocated fees to be allocated to the capital improvements of the City as provided herein. For the purpose of this section new construction shall be defined as construction of a new primary structure on a lot of land such as residence house or commercial building, but shall not include subsequent construction of a building accessory to the main structure. Fees as provided herein are established as follows:
