(a) Where work, for which a permit is required by this chapter, is started prior to obtaining such permit, the fees required by such permit shall be double the amount stated in this chapter; however, the payment of such double fee shall not relieve any person from fully complying with the provisions of this chapter or from any other penalties provided herein.
(b) Where work, to be performed by any individual required to be licensed under the provisions of this chapter or any other provisions of the Codified Ordinances, is started prior to obtaining such license, the fees required by such license shall be doubled; however, the payment of such doubled fees shall not relieve any person from fully complying with the requirements of this chapter or any other penalties provided herein.
