1333.01 PERMITTED USES.
   No concrete block construction will be permitted on the exterior of residences, including multiple residential dwellings, built in the City, except as follows:
   (a)    Ranch-Type Construction. Concrete block for use in foundations shall have a maximum reveal of twenty inches or two and one-half blocks above the finished grade on four sides of the building foundation.
   (b)    Split and Bilevel Construction. Concrete block for use in foundations shall have a maximum reveal of forty-eight inches or six blocks above the finished grade, except that brick veneer will be required on the front elevation of a residence built on an interior lot and brick veneer will be required as a finish surface on the front and side elevation facing the streets where the residence is built on a corner lot.
   (c)    Top of Foundation. The top of the foundation on the garage side of a residence in all cases shall be the twenty-inch reveal or two and one-half blocks as covered under subsection (a) hereof.
   (d)    Commercial and industrial buildings are exempt from the above requirements.
   (e)    Any plans which deviate from the above requirements must be approved by the City Planning Commission prior to issuance of a permit by the Building Inspector.
