No officer or employee connected with the Building Department shall be financially interested in the furnishing of labor, materials or appliances for the construction, alteration or maintenance of a building or in the making of plans or specifications thereof within the City, unless he is the owner of such building. No such officer or employee shall engage in any work which is inconsistent with his duties or with interests of the Building Department.
