(a) It is hereby established that a fee of five cents ($0.05) per page shall be charged to the general public for providing photocopies of ordinances, resolutions, rules, regulations, bylaws, minutes and other public records of the Council of the City of Amherst.
(b) All City departments are hereby authorized to charge and collect the fee established in subsection (a) hereof, and money so collected shall be credited to the General Fund of the City of Amherst.
