The approval and acceptance of the improvement shall be based on proper installation in accordance with the approved plans and specifications and all requirements of these Regulations as reported by the City Engineer as well as payment of the City for the cost of all inspection and tests and receipt by the designated official of a maintenance bond in the amount of twenty-five percent (25%) of construction cost. The maintenance bond shall guarantee the improvement for a period of three years after acceptance by Council. The bond shall clearly define the work and shall refer to construction drawing numbers, the street and subdivision in which the installation is located and lineal feet of improvement installed. No new sewers or water mains and/or appurtenances shall be opened to existing systems until the new installation has been accepted by Council.
