   1113.08 APPLICATIONS FOR INSPECTION OF CITY IMPROVEMENTS.
   The supervision of all tests and the field inspection of materials and workmanship shall be performed by the City Engineer, or his representative. This inspection shall be continuous or as determined by the Mayor during the time of construction and the City shall be reimbursed for the cost of such inspection as determined by the Mayor.
   The contractor for the subdivider is required to notify the City Engineer as to the date on which the work will start and when a City inspector will be required. It is necessary that the contractor give the Engineer at least twenty-four hour notice in each instance where an inspector is to be provided, except when the inspector will be needed on a Monday, in which case the notification must be received on the preceding Friday. If an inspector is not available due to the contractor not complying with the foregoing twenty-four hour notice, no construction work on the affected project will be permitted.
   Any defects noted by the City Engineer shall be corrected before the contractor leaves the project.

   1113.09 SURVEY AND PERMANENT MONUMENTS.
   (a)    Location of Survey Monuments. At the time of surveying and laying out subdivisions or additions to the City, the proprietor of such subdivision or addition shall place at the corner of public lot or ground if there is such, and, if there is none, then at the corner of one of the inlots and at the corner of each outlot, a good and sufficient steel rod of such size and dimensions and in such manner as provided for under Ohio R.C. 711.01, for a corner from which to make future surveys, and the point at which it may be found shall be designated on the plat.
   (b)    Permanent Monuments. Such proprietor shall also set at least four permanent markers in each plat of ten lots or less and not less than six permanent markers in each plat containing over ten lots. These permanent markers shall be set on the center line of the street and shall comply with the City Standard Detail, Appendix A. Such permanent markers shall be one-inch pipe or steel rods set in and running through a concrete block at least thirty inches long and the bottom of such concrete block shall be set at least thirty inches deep below finished grade in the plat and the points at which they may be found shall be designated on the plat.
   (c)    Certification of Permanent Monuments. Before final acceptance of the street improvements by the City or County, the subdivider or developer shall, through a registered surveyor, certify to the City or County that all required permanent monuments are correctly in place or that those removed during construction have been replaced.

   (d)    Lot Corners. Iron pins shall be set at all back corners, and front corners shall be marked on curb, from extension of side lot lines.

   1113.10 APPROVAL AND ACCEPTANCE OF IMPROVEMENTS.
   The approval and acceptance of the improvement shall be based on proper installation in accordance with the approved plans and specifications and all requirements of these Regulations as reported by the City Engineer as well as payment of the City for the cost of all inspection and tests and receipt by the designated official of a maintenance bond in the amount of twenty-five percent (25%) of construction cost. The maintenance bond shall guarantee the improvement for a period of three years after acceptance by Council. The bond shall clearly define the work and shall refer to construction drawing numbers, the street and subdivision in which the installation is located and lineal feet of improvement installed. No new sewers or water mains and/or appurtenances shall be opened to existing systems until the new installation has been accepted by Council.
