1113.01 PROCEDURE FOR APPROVAL.
   After approval of the preliminary plan the following procedure shall be followed:
   (a)    The engineer of the subdivision shall consult the City Engineer as to the engineering details required for all improvements. Where the subdivision is outside the City and within the three-mile limit of subdivision jurisdiction, and the plans for the subdivision call for the installation of septic tanks for sanitary disposal or for central sewage treatment facilities, an additional print shall be sent to the County Board of Health or the County Sanitary Engineer for report and approval.
   (b)    After the plan has been reviewed by the City Engineer and other concerned agencies, and the design details and requirements have been satisfactorily met, it shall be reported back by letter to the designated official.

   (c)    Before any construction is started on improvements the subdivider or developer shall have executed a subdivider’s agreement with the City or any other applicable City or County department, acting through the City designated official. Before the subdivider’s agreement may be executed on behalf of the City, it must first be approved by Council.

   (d)    A performance bond for the amount of the construction and the inspection cost as estimated by the City Engineer shall be deposited with the designated official before a plat may be recorded, unless the improvements have already been accepted by Council. In lieu of the performance bond, a certified check in the amount of the estimated cost of remaining construction shall be accepted.
