(a) Provisions. The lengths, widths and shapes of blocks shall be determined with due regard to the following:
(1) Provision of adequate building sites suitable to the special needs of the type of use contemplated.
(2) Zoning requirements and the requirements contained in these Regulations as to lot size and dimension.
(3) Needs for convenient access, circulation, control and safety of street traffic.
(4) Limitations and opportunities of topography.
(b) Length. Blocks shall not exceed 1,800 feet in length except where topographical conditions require longer blocks; and they shall not be less than 400 feet in length. Where blocks are longer than 1,800 feet, crosswalk easements not less than twenty feet in width may be required near the center of the block. The Commission may require that sidewalks be provided in the crosswalk easement.
(c) Width. Blocks shall contain two rows of lots except where double and reverse frontage lots are allowed.
