1109.02 PUBLIC SITES AND OPEN SPACES.
   (a)   Provisions shall be made for the allocation of moneys for playgrounds, school sites, parks and other outdoor recreational facilities as indicated in the adopted or amended City Comprehensive Plan of Parks or other plan of the area in which the subdivision is located. The same shall be made available by one of the following methods as required by the Commission:
      (1)   Park, playgrounds and recreational areas.
         A.   A conveyance or reservation to the owners of land, within the proposed subdivision, of a parcel of land equal to at least three percent of the parcel proposed for subdivision for use of the property owners within the subdivision if approved by Council.
         B.   Cash equal to at least three percent of the current developed land value of the proposed subdivision.
      (2)   Designation. Each public site, utility easement and other area to be dedicated as designated on the plat shall be so designated as to indicate the purpose of the dedication and to whom it is to be dedicated.
   (b)   Due regard shall be shown for preserving outstanding natural features such as scenic spots and historical spots, watercourses or exceptionally fine groves of trees. Dedication to and acceptance by a public agency is usually the best means of assuring their preservation. (Ord. 11-70. Passed 12-12-11.)
