"Marginal access street" means a minor street which is generally parallel and contiguous to an expressway, freeway, parkway, major or minor street and is designed to intercept, collect and distribute traffic desiring to cross, enter or leave such traffic artery, and which provides access to abutting properties and protection from through traffic.
