(a) Upon the issuance of a building permit for new construction on property zoned C-1, C-2, C-3 or I-1 abutting a major thoroughfare as defined in the Major Thoroughfare and Comprehensive Plan for the City, sidewalks shall be installed upon such property in accordance with the provisions of Chapter 903 of the Codified Ordinances. Such sidewalks shall be installed prior to final inspection and occupancy of newly constructed buildings.
(b) In lieu of the installation of sidewalks as provided in subsection (a) hereof, the Building Inspector may require that funds equal to the cost of the installation of sidewalks be deposited with the City to provide for the construction of sidewalks at a later date. The amount to be so deposited shall be determined by the square foot cost to be determined annually by the City's consulting engineer.
