(a) The Electric Rate Study for Amherst, Ohio, May, 1984 as prepared by J. S. Sawvel and Associates, Public Utilities Consultants, 319 North B1anchard, Post Office Box 1306, Findlay, Ohio, 45840, attached to original Ordinance 84-53 as Exhibit "A", is incorporated herein for all purposes, and is hereby adopted by Council as establishing the rates, charges, and terms and conditions for electric service furnished by the City except as otherwise provided herein. A copy of such rate study attached to this ordinance shall remain available for public inspection at the office of the Clerk of Council of the City.
(b) The definitions, rates, charges, terms and conditions set forth in Schedule "R" of the aforementioned rate study shall apply to all residential users within the service area of the electric distribution system; provided, however, that the base rate service charge for all such users outside of the corporate limits of the City shall be five dollars and fifty cents ($5.50) per month.
(c) The definitions, rates, charges, terms and conditions set forth in Schedule "GS" of the aforementioned rate study shall apply to all general service users within the service area of the electric distribution system; provided, however, that the base rate service charge for all such users outside of the corporate limits of the City shall be ten dollars ($10.00) per month.
(d) The definitions, rates, charges, terms and conditions set forth in Schedule "LP" of the aforementioned rate study shall apply to all large power users within the service area of the electric distribution system; provided, however, that the base rate service charge for all such users outside of the corporate limits of the City shall be sixty dollars ($60.00) per month.
(e) The definitions, rates, charges, terms and conditions set forth in Schedule "SL" of the aforementioned rate study shall apply to all security light users within the service area of the electric distribution system.

(f) Detailed Rate Schedules. In order to properly administer and apply the foregoing summarized rates and charges, and to properly define their availability and applicability for the various service classifications, the Director shall incorporate the same to the extent necessary in appropriate detailed rate schedules for each class of service. Such detailed schedules shall also set forth such other terms and provisions as are necessary to properly meter and administer the rates and charges, including the billing and collection of the same in a fair, equitable and nondiscriminatory manner and in conformance to generally accepted public utility practice. Such detailed rate schedules shall always be available for public inspection at the City's office for payment of bills.
(g) General Rules and Regulations. In addition to the charges for special services previously set forth in subsection (e) hereof, in order to assure that the City's electric service is supplied and utilized in a safe, economical, efficient and nondiscriminatory manner and without subsidy, the Director shall prepare and adopt such supplementary detailed general rules and regulations as are necessary, including but not limited to the following:
(1) Service Application and Voltages Available
(2) Responsibility For Bill Payment
(3) Rate Classification Determination
(4) Facilities To Be Furnished By City
(5) Facilities To Be Furnished by Consumer
(6) Service Entrance Size and Meter Location
(7) Service To Mobile Homes, Trailers etc.
(8) Temporary Service For Construction etc.
(9) New Line Extension Limitations
(10) Special Contract and Guarantees Where Unusual Investment is Involved
(11) Financing of Underground Distribution
(12) Availability of 3 Phase Service
(13) Motor Starting and Size Limitations
(14) Detrimental Service Utilization
(15) Conditions Under Which Service May Be Discontinued
(16) Electric Heating Standards As To Insulation, Control, etc.
(17) Responsibility and Liability of Consumer and City
(18) Resale of Service Prohibited.
(h) Informative Accounting System. The Director of Public Service shall take such steps as are necessary to install an informative accounting system so that the income and financial statement and financial records of the Electric Department are maintained in a manner similar to that set forth on Exhibits 1 and 2 of the Rate Study.

(i) Due Date. If the due date for any utility bill falls on a Saturday, Sunday or a legal holiday, payment may be made on the next regular business day without assessment of any penalty.
