In addition to all other charges, deposits and security agreements heretofore required of electric consumers by appropriate action of Council, a charge of thirty-five dollars ($35.00) is hereby assessed for making service connections to the lines of the electric distributing system for all customers thereof located outside the City.
The Superintendent of Sewers is hereby authorized and directed to make and collect such charge prior to making any such connection. The proceeds of such charges shall be handled as other light collections and shall not be subject to refund for any reason.
