A property owner must obtain written approval of the City Engineer or the Superintendent of Utilities before installing sanitary sewer lines without cost to the City and shall not be permitted to tap-in or connect into the sanitary sewer system to be served by the existing Cooper-Foster Park sewer trunk line and by the Leavitt Road trunk line without paying the following tap-in charges:
(a) Five dollars and seventy-six cents ($5.76) per foot frontage, not including the service tap or the area assessment, and in addition thereto four hundred fifty-nine dollars and two cents ($459.02) per area assessment per acre or any portion of an acre thereof. The above amounts are based upon the actual charges made to the property owners when the Cooper-Foster Park sewer assessment was made. The area assessment was based upon 0.46 acre being a typical lot and the area assessment was two hundred eleven dollars and fifteen cents ($211.15).
(b) Any premises located outside the City limits and served by the system shall be charged one hundred fifty percent (150%) of the rate, which would be applicable to such premises if located within the City.
