(a) A Hearing Board shall be appointed as needed for arbitration of differences between the Superintendent of Utilities and sewer users on matters concerning interpretation and execution of the provisions of this chapter by the Superintendent. The cost of the arbitration shall be divided equally between the City and the sewer user.
(b) The Hearing Board shall consist of three persons appointed by the Mayor, as required.
