Applications for permits shall be made by the owner to the Superintendent of Sewers who shall issue a permit to the owner before the work is commenced. In no case shall work be done unless such permit is on the ground and in possession of the person doing the work. Each permit shall designate the street and number of the lot, shall indicate the side of the street and shall include such definite description of the premises as to clearly define its location on the map. Each permit shall also designate the location and depth of the connection at the main sewer and at the curb or property line of the street.
Each dwelling must have a distinct and separate connection with the sewer.
