The Superintendent of Sewers shall have full charge of the maintenance and repair of the City sewerage system and sewage disposal plant as provided by ordinance and under the general direction of Council and the Director of Public Service. He or his assistants shall inspect each and every new connection and shall make a permanent record of the location of such connections. All sanitary sewers and drains of every kind within the line of any street, lane, alley or other public grounds or right of way shall be under the control of the Superintendent of Sewers.
