(a) All owners of property within the City, whose property abuts upon sidewalks on City streets, shall keep such sidewalks in good repair and free from defects, snow, ice, water and other obstruction or dangerous conditions. The ground between sidewalk and street curb or gutter shall be kept graded so that water will drain from sidewalks. If such sidewalks become defective, dangerous or obstructed in any way, the Safety Service Director may proceed to remove such defects, dangerous conditions or obstructions and grade the areas between sidewalks and curbs so that water will drain from such walks.
(b) Any new building constructed on any parcel that is not subject to Chapter 1109
of the Planning and Zoning Code shall construct a concrete sidewalk in the public right-of-way and parallel to the street frontage unless otherwise approved. Corner lots shall include the installation of sidewalks on both frontages to include handicap accessible crossing ramps as required. The Building Official shall not issue a final certificate of occupancy for the newly constructed building without the sidewalk being installed.
