No person or business shall install, erect, insert, attach, build, create or otherwise use any alarm system which by electronic, radio, automatic or mechanical means on the occurrence of a given event, circumstance or condition transmits a signal or voice communication for reception by the Amherst Police Department unless the requirements hereinafter set forth in Section 755.02 have been complied with.
