If the owner, lessee, agent or tenant having charge of the lands described in Section 557.03 fails to comply with the notice required by such section, the Director of Public Safety and Service shall cause such weeds to be cut or destroyed or such grass to be cut or such litter removed and may employ the necessary labor to perform the task.
