§ 93.03 MASTER SIDEWALK PLAN.
   (A)   The City Council hereby adopts a master sidewalk plan to include public sidewalks the Council has determined are necessary to provide proper, safe, and adequate pedestrian access to the following locations within the City of Amboy.
   (B)   This determination has been made by using criteria such as the locations of public facilities and traffic counts on streets and includes public sidewalks in the following areas:
      (1)   Sidewalks within the central business district;
      (2)   Sidewalks serving main roads within the city; and
      (3)   Sidewalks serving main streets to and between churches and schools.
   (C)   These sidewalks are depicted in red on the city’s master sidewalk map which is attached to Ordinance 105. Except as indicated on the master map, sidewalks shall not be required in residential areas.
   (D)   Existing sidewalks not on the map will be allowed to be removed and may be removed by the city as time and funds permit or by following the procedures outlined in § 93.04.
   (E)   As specific needs arise, streets are reconstructed or new private projects are constructed, the City Council will determine whether or not additional sidewalks need to be constructed. This determination will be based on the following considerations: safety of pedestrians, the amount of vehicular traffic in the area of these projects and federal, state, and local mandates.

   (F)   The city maintains the sidewalks that are identified on the master sidewalk plan. The other sidewalks are the owner’s responsibility.
