§ 31.32 READINGS OF PROPOSED ORDINANCES.
   The first reading of a proposed ordinance shall be for information; and if objection is made to it, the question shall be: "Shall the proposition be rejected?" If, at the third reading, an ordinance shall be ordered tabled, it shall not be again taken up, except by a two-thirds vote of all elected members.
