(A) Making a motion. When a motion is made and seconded, it shall, before debate, be stated by the Mayor or presiding officer. Every motion shall be reduced to writing, if the Mayor or any member requests it, and cannot be withdrawn without consent of the Council.
(B) Motion to adjourn. A motion to adjourn shall always be in order except upon immediate repetition, or when a member has the floor, or when the previous question has been ordered, or when Council is engaged in voting. When any business is pending, the motion must be made in its simplest form and is not subject to amendment or debate.
