(A) There shall be appointed six standing committees of Council and each committee shall have three members. The standing committees shall be:
(1) Streets, public utilities and sewers
(2) Finance
(3) Police and fire
(4) Law
(5) Public buildings and parks
(6) Education, health and welfare
All committees shall be appointed by the Mayor, with the approval of Council.
(B) The members of a committee shall meet on the call of the chairman, who shall be the first named person on the committee. In the case of the absence of the chairman, the person named second on the committee shall be recognized as acting chairman. A majority shall constitute a quorum to do business.
