(A) Any member who is about to speak on a question, or make a motion, shall rise and respectfully address the Mayor or presiding officer, who shall pronounce the name of the member entitled to the floor. He shall confine himself to the question under debate, shall avoid personalities and shall sit down when he has finished.
(B) Time limit. No member shall be allowed to speak more than once until every member choosing to speak has spoken, nor more than twice on the same subject without consent of Council.
