§ 110.02 PLANS TO BE SUBMITTED TO COUNCIL PLANNING COMMISSION.
   Before approving the establishment, operation or maintenance of any public park, playground, recreational center, or amusement ground, Council shall require the filing of complete plans and specifications indicating in detail the type of park, playground, recreational center, or amusement ground sought to be established, the nature of improvements to be made thereon, and the use to be made thereof. The plans and specifications shall first be submitted to the Planning Commission for approval before consideration by Council. If such ownership, operation or maintenance is disapproved by the Planning Commission, Council shall have the right to override the disapproval by vote of two-thirds of its members.
