No person, association, group, body, private corporation, municipal corporation or other governmental agency shall establish, operate, or maintain directly or indirectly, any land for park, playground, recreational or amusement purposes within the territorial limits of the village, without the approval and consent, expressed by ordinance, of the Village Council.
