It is the purpose and intent of this chapter:
(A) To manage the use of public ways and rights-of-way in the village; and
(B) To assure that the actual costs incurred by the village when a person or persons constructs or installs facilities, or otherwise performs maintenance or other work activity in the village rights-of-way, are paid or reimbursed by said person(s).
