§ 95.22 OPEN OR UNCOVERED WELL, CISTERN OR OTHER EXCAVATION.
   No owner, occupant or tenant of any property within the limits of the village shall permit any well, cistern, pit or other excavation upon the property to remain open, unless the same is protected by a substantial cover which is strong enough to hold a weight of 400 pounds, and which is securely fastened.
