No person being the parent or guardian or otherwise having the care, custody, or control of any minor shall allow the minor to violate any provision of this chapter or shall aid, abet, induce, cause, encourage, or contribute to the minor violating any provision of this chapter, including without limitation, allowing a minor to be in possession or control of residential or other property located within the village under circumstances such that a responsible adult should have known that a violation of this chapter was likely to occur thereon.
