No person being the owner or occupant or otherwise in possession or control of any residential or other property located within the village shall allow anyone under the age of 21 years, except for such person's child or ward, to remain on such property while in the possession of intoxicating liquor or beer or while consuming intoxicating liquor or beer, except as provided in § 94.22.
