No person owning or harboring a dog over three months of age shall fail or refuse to exhibit to the Chief of Police, or any police officer, a certificate of a regularly licensed and practicing veterinarian, showing each dog owned or harbored by him has been within a three-year period previously, inoculated against rabies, as provided in § 90.40.
