§ 72.21 RIGHT-OF-WAY AT CONVERGING LANES.
   The operator of a vehicle transferring from one traffic lane to another, so as to continue upon an improved street within this village, shall not do so until he has ascertained that such movement can be made with safety, and shall yield the right-of-way to all through traffic.
