(A) Establishment.
(1) The Council hereby establishes a WeTHRIVE! Health and Wellness Committee that will serve the mission of WeTHRIVE! in creating a healthier community in the village;
(2) The primary purpose of the WeTHRIVE! Health and Wellness Committee is to work collaboratively with WeTHRIVE! and HCPH to create and maintain a healthy community by assessing the community, selecting a pathway, and working with Village Council to create systems to enhance the healthy environment in the village.
(C) Objectives, powers and duties.
(1) To work with the HCPH community representative to study, investigate, counsel, develop or update annually and administer an action plan or healthy pathway;
(2) The WeTHRIVE! Health and Wellness Committee will serve as an advisory board to Council and the Village Manager;
(3) Participate in community events and provide opportunities for resident involvement;
(4) Designate a representative to attend and participate in WeTHRIVE! Health and Wellness Committee collaborative meetings and events;
(5) Work collaboratively with the Environmental Stewardship Committee when appropriate;
(6) Establish a culture of physical and environmental health in the village;
(7) Engage in community education emphasizing issues of chronic disease, emergency preparedness, environmental health, injury prevention, social health, substance use, and other pathways as may be implemented by HCPH;
(8) Link to the village website, newsletter, and other communication avenues with the WeTHRIVE! Health and Wellness Committee mission, events and information;
(9) Use official WeTHRIVE! logo on all communications;
(10) The Committee, when requested by Council, shall consider, investigate, make findings, report and recommend upon any special matter or question regarding the health or safety of the village.
(D) Membership and terms.
(1) The WeTHRIVE! Health and Wellness Committee shall be open to any interested village resident. Pursuant to § 31.26, one member of the Village Council shall be appointed by the Mayor to be a member of the WeTHRIVE! Health and Wellness Committee.
(2) Terms.
(a) All members of the Committee shall serve without compensation.
(b) The Committee shall meet at least six times annually with all meetings to be called by the Chairperson.
(c) The Committee shall have no authority to bind the village with respect to any matters.
(d) The Committee shall make its own rules and regulations and shall keep a journal of its proceedings.
(e) A simple majority of its members shall be a quorum for the transaction of business.
(f) All plans, findings, reports and recommendations of the Committee shall be in writing.
(g) The WeTHRIVE! Health and Wellness Committee shall keep minutes for its meetings and make these available to the Village Clerk.
(h) A representative of the WeTHRIVE! Health and Wellness Committee shall report to Council twice yearly, to keep Council apprised of issues the Committee is working on.
