No person shall deposit or cause or permit to be deposited refuse of any kind which is liable to become an obstruction in any sewer receiving basin, tributary water course or other place from which it may be carried or washed into a village sewer. It shall also be unlawful to deposit any such refuse matter in any place where it will obstruct the mouth of a sewer or drain.
