No street or subdivision in which a private lateral sewer has already been constructed shall be accepted for dedication by the village until the person seeking such acceptance has deposited with the Village Treasurer a sum equal to 2% of the construction cost of the private lateral line sewer. The deposited funds shall be held in a separate fund by the village to be used for the cost of sewer maintenance in the village.
