Whenever an application is made for a permit to connect private premises with a village sewer, the Building Commissioner shall ascertain whether the installation of such sewer was financed, in whole or in part, by an assessment or other system of public charges on abutting property or on a benefitted district. If the sewer is found to have been so financed, no permit shall be issued to connect any premises therewith, unless and until all sewer assessments or charges assessed against the said premises, or equivalent charges, have been paid or secured to be paid as provided in §§ 50.18, 50.19 and 50.20.
