The Building Commissioner is authorized to refuse permit issuance for any sewer or drain connection within the purview of this chapter when the sewer tapper engaged to make the connection has previously violated any provisions relating to the making of sewer connections, or has failed or refused to perform any of the duties imposed on him by this chapter.
