For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
SEWER. Any storm sewer, sanitary sewer, combination sewer, catch basin, inlet, and any kind of pipe or conduit for the carrying of water or water-borne wastes.
SEWER TAPPER. A person holding a plumber's license who is authorized by the county sanitary engineer to engage in the business of making sewer connections.

STREET. Every public way set apart for travel by whatever word designated, including the area from property line to property line.
