In time of public danger and emergency until the Mayor, or in his absence the Vice Mayor, assumes the duties of commanding the police, maintaining order and maintaining the law under Article IV, Section 1, of the Charter, the Village Manager shall assume such duties and shall take all action necessary to preserve and protect the public peace and the lives, property and persons within the village that are endangered or potentially endangered by the factors constituting such public danger or emergency.
